I don't know about Canal St., but yes - it is illegal. The notable thing is the purse party...because 'buying' isn't illegal, but selling is - it is illegal because the host is considered the seller - and is liable because of association. SCARY! This was the case with a purse party around here a few years ago - the feds raided the home-party, took all the handbags, arrested the 'dealer', and took the homeowner in for questioning (she wasn't charged with anything)
